In today's Times of
India, Professor Arvind Panagariya has discussed on Higher Education Revolution
through a new broad system and he suggested some new setup to make Indian
Universities world-class. It's a good thing that Professor Panagariya is taking
initiative for the new structure of Indian Higher Education. Last more than
twenty-five years this discussion is going on through our educationist, planning
boards and respective stakeholders of higher education. Indian academic leaders
are hopeful for our university education to become world-class.
Nothing is wrong to see
the dreams for development of higher education. After 1990 we are continually
talking on the globalization of higher education. On this line, some new
changes were introduced and tried to update the system. NAAC was established to
major quality of higher education in 1994. Four-five years before, National
ranking of higher education was introduced. Some results were came forward and
we realized the present status of Indian higher education. Mostly renowned
technical national institutes are taking lead-in the measurement. While mass
education institutes are suffering in the process. These institutions have
limited space in the national ranking due to their own problems of affiliated
colleges and restriction of implementation of so-called autonomy of the state
governments.
Yes, a government likes
to introduce some reforms in the higher education with modification in the UGC,
AICTE and other apex bodies. The Higher Education Promotion Commission (HEPC)
is a big dream before the government and other stakeholders. But moving towards
big reforms without major proper changes in higher education will affect on
real growth of development. This ' proper changes' means to strengthen mass education
and particularly in the conventional universities. The serious research is
required on the present Indian education for measuring the real problem of the
system. Give the new inputs not only money but freedom for their work, real
autonomy and true support for preparing further world-class education.
Education should be free from the present Indian politics and influence.
Otherwise, the revolution in higher education is impossible in all ways. This
is right time to take proper decision in the interest of our education system.
This has required a political willingness. Is present government ready for this
new move?
